The article theoretically substantiates ways of forming a national innovative economy, suggests criteria and indicators, as well as a conceptual model of its effective functioning, considers the development and mechanisms for enhancing the activities of business structures in the light of the implementation of the Action Strategy of the Republic of Uzbekistan. Empirically proved the existence of a correlation between the factors of entrepreneurship and GDP per capita, and the need to transform the mechanisms of competitiveness and innovativeness of business structures for the optimal functioning of the innovation economy, which are laid out in the road map of the Strategy of Uzbekistan’s actions. business.
