The article is devoted to the study of the historical experience of Central Asia on issues of public administration, its organizational system, leading employees, their vibrators, selection and appointment. Taking into account information in this area, the author presents the main stages of the evolution of the formation and development of national traditions and values in the system of selection of heads of government and public administration. The article considers the following five stages of estorical evolution in chronological order using the structural and functional method, as well as comparative analysis: the first is the period from ancient history to the VIII century - the time for the practical implementation of leading cadres and officials; the second - IX-XVI centuries. - the period of development, formation and development of the national system of selection of leaders and officials in the public administration system, as well as the emergence of scientific theories and doctrines in this area; the third - from the 17th to the first half of the 20th century - the period of recession and recession in the national system of selection of leaders and officials in public administration; the fourth - the 20th century - 1925–1990 - the period of transition to communist totalitarian methods of selecting leading cadres and total rejection of the national system; Fifth - the end of the 20th century - the period of the revival of national roots and enrichment with world experience of the system for the selection and training of leaders in conditions of national independence.
