It is established the possibility of using the separately the distiller liquid and also the distiller liquid together with the phosphogypsum as the complex mineralizer with the production of high-strength portland cement with the kilning of raw charge at a temperature of 1450oС. By roentgenographic and thermograph methods is established the intensification of the processes of the hydration of the cements indicated, synthesized by kilning on the basis of stock mixtures for the sake of the additive of the chlorine-bearing waste materials separately and together with the phosphogypsum. They are determined water-cement ratios and after spreading cone in the investigated cements. An increase in strength of portland cement as far as 30-40% in comparison with the control portland cement is shown
